        Check if the Local phone is off-hook.  The return value from
        this call is unreliable if ringing signal is being sent by an
        incoming call.  The Local Phone state is determined by current
        flow measured by the hardware which sets a information port bit.
        When a ring signal is on the line, current leakage causes this
        bit to oscillate.
